Can we launch and use a rowboat or kayak before the season opens provided we're not fishing and have no fishing tackle on board? Kind of like pre-season scouting? I may want to check out some lakes where they stock trout but don't want to be ticketed for being out there even though I'm not actually fishing.

That's what I figured but searched the regs for something definitive on trout waters and found nothing. Figured I'd ask just to be sure.
