does anyone know what this early run of stripers have been being caught on?

I dont think its an early run. I think its more that they never left from the herring run and the rest just winter here.

Rubber baits like rubber shads, Fin-s and sluggos all work well this time of year in rivers and such.

i was under the impression that the larger striper only frequent as far up as Windsor when they are spawning. I truly dont know a great deal about the species.

They can winter anywhere they feel the water is comfortable enough for them and there is enough food for them. Most do leave here though.
