Those instructions are for clearing Cache. To clear cookies:
FireFox:
==============
goto Tools -> Options
Click on Privacy (icon) at the top.
Click on the Cookies tab.
Press the Clear Cookies Now button
-- Press Ok to return to browser.
Internet Explorer 6 (should be the same for versions 5-7)
==============
goto Tools -> Internet Options
Click on the General Tab
In the middle section "Temporary Internet Files" ;
Press the Delete Cookies button.
-- Press Ok to return to browser.
Opera
==============
Goto Tools -> Preferences
Click on the Advanced tab
Click on Cookies in the left side menu
Click on the Manage Cookies button.
Press Delete until they are all gone.
-- Press Close, then ok to return to browser.
